I'm going to assume that you mean:  8^{3x + 4}  =  4^{2x - 1}

Since 8 = 2³ and 4 = 2²:                    (2³)^{(3x + 4)}  =  (2²)^{(2x - 1)}

Multiplying exponents:                         2^{9x + 12}  =  2^{4x - 2}

Since the bases are equal, the exponents must be equal:     9x + 12  =  4x - 2

                                                                                               5x + 12  =  -2

                                                                                                       5x  =  -14

                                                                                                         x  =  -14/5
