Perpendicular lines have negative reciprocal slopes.....so....the slope of the line we want will be -7/2

So  we have

y  = m ( x - x1)  + y1          where  m is the slope and  (x1, y1)  = ( 2,4)

y  = (-7/2) ( x - 2)  + 4         simplify

y = (-7/2)x + 7 + 4

y = (-7/2)x + 11    [  in slope-intercept form ]
