Drop the -0; change 5/-3 to -5/3; change - (-4) to +4:

y  =  -5/3(x + 4)

Use the distributive property:   multiply through by -5/3:

y = (-5/3)x - 20/3

Slope = -5/3

Y-intercept = -20/3
