What i would do is set this up into a system of equations.
1st, find Y
14X-7Y>-21
-7Y>-14X-21
Y<2X+3
Then Plug in for Y in previous equation
14X-7(2X+3)>-21
14X-14X-21>-21
Simplify

14x-7y<-21 → 7x - y < - 3 → y > 7x + 3
