The total ways of doing this is given by

C(59, 5) * C(39,1)  = 195,249,054

And the probaility that one ticket wins the jackpot = 1 /  195, 249, 054 = 0.0000000051216637

In other words, not very good......to see this....if every person in the US bought one ticket, there would be - on the average - only one or two winners , out of every drawing !!!  (Of course, this doesn't always happen.....sometimes no one wins....other times, there are multiple winners.....)

I think that Zegroes answer is correct although I do not understand the explanation that he has given.   

The number of ways that 3 people can be chosen from 12 is   12C3 = 220

There are 9 people left.  The number of ways that 4 people can be chosen from these is 9C4 = 126

There are 5 people left.  The number of ways that 5 people can be chosen from these is 5C5 = 1

so the number of possible committees is 220 * 126 * 1 = 27720

you can choose in a different order if you wish but the answer will be the same.    

1 for each person and just have 3 left over

Ratio can be used in different ways so there are really 2 valid answers for this

Say you have a mixture that is 40% active ingredient and the other 60% is water

you could say that the ratio of active ingredient to the total is  40:100 which simplifies to 2:5

OR

you could say that the ratio of active ingredient to water is  40:60 which simplifies to 2:3
