The Answer is D. When stateing congruence, you have to put the corresponding parts in the same place. J is corresponding to M, K corresponds to N, and H corresponds to L.
-17 + 7h = 9h + 1 subtract 1, 7h from both sides
-18 = 2h divide both sides by 2
