I think that you are just being asked to find

$$One ten thousandths of $10^{-8} = 10^{-4}*10^{-8} = 10^{-12}$ units$$

I think it would have to be the measure of the angle.

It is 1/18 of the circumference

So it is 1/18 of a revolution

so it is 1/18*360 degrees.

You need the ratio that uses Hypotenuse and opposite.  Which one is that?

7. You can separately multiply the two terms: All you have to do is multiply the exponents by 6 and that's it keeping the X in the middle.

I think that exp usually means 10 to the power of - but it still doesn't make sense.
