Thanks I knew I had to be forgetting something. So I got 0.003872 x 305= 1.18096 it states round one place so 1.18 ft squared per person

It asks for the percentage of the entire budget....sooo

the entire budget is 3.8 trill = 3,800,000,000,000  (rounded to 4 trill)       the foreign aid is rounded to 30000000000

  30,000,000,000/4,000,000,000,000   x 100% = .75 %

Can you do the other part without the rounding?

For some reason when I put that answer in it's wrong 0.003872 I try rounding to 0.00387 wrong I tried 0.0039 wrong.

I even tried 0.004 all wrong?

So that is 7 200 000 000 people in 27,878,400 square feet

You want to know how many square feet / person.     (area divided by number of people)

Just use the units to help you.

27,878,400 / 7200000000      (sqrare feet per person)

Now just do the division

27,878,400 / 7200000000 = 0.003872 square feet/person

I didn't find the explanation that helpful so I was hoping someone could clarify or even put it into a more systematic setup where it can be solved by a matrix inverse.

I do not think there is a way.  I cannot see why there would be a way but I could be wrong.

That is one done, now you can copy the technique and try matching up the others.
