I'm not sure of the answer but here is my explanation.

Let's count the total number of marbles in the bag, which is 20. 

If you pick the first red marble the chances are 2/20. If you pick the second red marble (it has to be two red marbles in a row) the probability is 1/19.

So the answer is just 2/20 * 1/19, or 1/190.
