I have a little different answer than Melody......see the following pic.....{I'm assuming the small square is 2 inches on each side....I''m also assuming that the distances between the squares are measured from edge to edge}

The area between the  medium square and the small square {the shaded area}  = 8^2 - 2^2  = 64 - 4 = 60 square units 

And the area of the whole dartboard = 16^2  = 256

So....the probability that the dart lands in the shaded area between the small and medium square = 60/256  = 15/64

To find the x coordinate of the midpoint, add the x values and divide by 2.

Do the same for the y values to find the y coordinate of the midpoint.

3x+2-6=2x+3   simplify

The "Parentheses" and "Exponents"  part is correct.

But, multiplication and division are done at the same level of precedence........this means that we perform whichever of these comes first as we move from left to right....!!!!

For instance......

20 ÷ 5 x 2

It is incorrect to multiply 5 x 2, first, and then perform the divison second. This results in an answer = 2.

The correct order is to divide the 20 by 5 and then multiply this result by 2 = 8. Note that this is quite different from 2 !!!!

Addition and subtraction are also performed at the same level of precedence, but these usually don't cause too much of a problem. It's usually the multiplication/division that give people trouble.......

Anyway the area of the whole board is 4*4=16 cm squared.   That will be the denominator.

the shaded area will be  3*3-2*2 = 9-4 = 5 cm squared.

So the prob that it will be in the sahaded region is     $${\frac{{\mathtt{5}}}{{\mathtt{16}}}}$$
