18 cm is    (18 - 15.2)/3.3 = .8485 (rounded to .85)  HIGHER than the mean......look at your POSITIVE z-score table  under .85 to find the number .8023  this represents the corn cob fraction that is less than 18 cm

.8023 x 250 =~ 200  corn cobs < 18cm  

The answer is C. It's obviously a reflection across the x axis, and then just use similar triangles, and see which points are the same.
